Homeless Fullerton Man Gets Housing Thanks to HOPE Center OC

In the heart of Orange County, HOPE Center continues to make strides in transforming lives through its dedicated outreach programs. One such success story is that of Andrew St. Pierre, a man who had experienced homelessness in Fullerton for over a decade.
This heartwarming story of resilience and community support showcases how HOPE Center’s structured approach and partnerships can turn lives around.

A Decade of Struggle

Andrew St. Pierre had been living on the streets of Fullerton for more than ten years. Despite the numerous attempts by outreach workers and local police officers to offer help, Andrew remained resistant to services.

Officer Pinder, a dedicated partner of HOPE Center, never gave up on Andrew. Through consistent, proactive engagement, Officer Pinder built a rapport with Andrew. By showing up regularly during quieter periods at HOPE Center, Officer Pinder gained Andrew’s trust, paving the way for meaningful assistance.

A Turning Point

In February 2024, Andrew finally accepted the services offered by HOPE Center. This marked a significant turning point in his life. HOPE Center’s team promptly assisted Andrew in obtaining his birth certificate and other vital documents required for housing applications. This initial step was crucial in paving the way for further assistance and ultimately securing housing for Andrew.

The Path to Stability

With the essential documents in hand, HOPE Center was able to match Andrew to a housing opportunity that became available in April 2024. In collaboration with Volunteers of America (VOA), HOPE Center assisted Andrew in applying for Social Security Income, ensuring he had the financial support needed for sustainable living.

On July 11, 2024, Andrew moved into his apartment. The joy and relief he felt were palpable. After years of uncertainty and instability, Andrew now has a place to call home. His story is a testament to the power of persistent outreach, effective service provision, and the importance of building trust with individuals experiencing homelessness.

Amplifying the Impact: Data-Driven Success

Andrew’s story is one of many successes that highlight the effectiveness of HOPE Center’s approach. Previous to Andrew’s housing placement, in May 2024 HOPE Center saw significant progress in its outreach efforts. During this time, 703 non-emergency homeless-related calls were received, with 245 calls requiring dispatch services. Of these, 270 calls were from individuals experiencing homelessness, seeking case management follow-up, shelter bed availability, or dispatch services.

During proactive engagement and dispatch efforts in that period, HOPE Center staff placed 41 clients into shelters and 3 clients into Rapid Rehousing and Permanent Supportive Housing; an initiative that ultimately led Andrew into permanent housing. This data underscores HOPE Center’s commitment to providing the right resources at the right time, significantly impacting the lives of those in need.

A Holistic Approach

HOPE Center’s holistic approach to addressing homelessness involves collaborating with multiple agencies and leveraging data to inform their strategies. By working alongside the North Orange County Public Safety Collaborative and utilizing Outreach Grid’s Dispatch Management and Mobile Response System, HOPE Center ensures that the right resources are deployed to the right people at the right time. Additionally, HOPE Center’s proactive engagement efforts help build rapport with individuals experiencing homelessness, making them more receptive to assistance over time.

Officer Pinder’s incredible commitment and proactive engagement were pivotal in Andrew’s transformation, and the subsequent increase in successful engagements highlights the efficacy of this approach.
